I think the answer is D, because the minimum price is at £9, and the quantity demanded is 6000 units and the quantity supplied is 10000 units. So you will have to use 10000-6000 to find the new quantity 4000 units. The box (6000-10000) is the surplus, so that's the cost of the action. 9x4000=£3600 so the answer is D.
