NHS Social Work Bursary- Means tested!?

Hi, I am aware that 1st year undergraduate students are no longer entitled to the social work bursary anymore. However I am going into my second year in September and I am a little confused about the criteria.

I have been told there is a cap on however many students receive the bursary from now on and this will be down to the academic achievements of first year students (whoever gets the best results, gets the bursary) But then i've also been told it will be income assessed. As my parents earn above 40 grand and this year i have only been entitled to the minimum loan, does this mean i won't get the bursary next year either?? Help
