If you look at the mass spec of propanal, there is a large peak at 58, i.e. the molecular ion peak.

1. In general all fragments are possible, some are more intense than others due to greater stability is all.

2. The stability of the M+ ion will depend on the molecule and its ability to stabilise a formal charge. This is different for every molecule.
