Yes, they'll always be pumping 3Na+ out of the axon, and 2K+ into the axon (by active transport) to maintain the resting potential of -70mV

That is correct. Since there is a continous leakage of K+ ions outside even under resting conditions, the channels have to pump K in and Na out to maintain the RMP.
