What are you asking?

If you're asking why the rules affect men and women differently, it's because topless women are counted as nude, while topless men are not.

If you're asking why Instagram bans nudity, no idea. Probably to protect Instagram's reputation.

I'm sure you can answer this yourself...

We're socialised to see female breasts as sexy, rather than neutral and functional. Who doesn't love a good boob?

It's a shame that this means breastfeeding women are discriminated against, and women can't be as comfortable as men (by bearing their torsos) during hot weather, but it's so thoroughly ingrained in Western society that I can't see it changing any time soon.
