What were the SOA 2003's aims, and how did it fail?

What were the objectives of the new Sexual Offences law and how did it fail in this?

I already know that it failed to improve conviction rates, s74 left too much up to the discretion of juries (was essentially too vague) and s75 leaves no scope at all for addition by Common law.
What else was there? Can you please direct me to academic commentary on the matter? (The reason I ask for that is because I don't have any of my books with me and have no way to borrow them here.)
