Yeah it should be. The use by dates on things are well before the real use by dates as they have to leave a margin of time so that they don't get sued. If something says it should be used by 18th of August, it'd probably be safe a week after that. 'Specially with packaged items like spagetti. Although you have to be careful with dairy products, whose actual use by date is probably only a few days after the one on the packet.

Look at it. Does it look bad? Smell it. Does it smell weird? If no, eat!
Is it fresh pasta? You'll be fine eating it today, and probably tomorrow because they have to have a bit of a window between when they say stop eating it and when its not safe to eat. I echo what nelioneil says.
