    Are there any university in Taiwan with bachelor programs taught in English?

    Not that I am aware of. At least not from the top universities. Most Taiwanese people do not speak English, so it would have to be something purely for international students. And since Taiwan is not a very popular destination for international students, I doubt such a program exists.

    Yes, at several universities including National Taiwan University. You can learn mandarin alongside your degree and there are scholarships available. There's some info on this website, and more on the NTU website as well:
