I was going to apply for a job through Directgov. But the job advert said that only people that are on jobseekers allowance are allowed to apply. Is that fair and legal?

Not entirely sure on the laws as to whether it is legal, however it could be a way to get the unemployed (by the definition of unemployed - "not working, out of full-time education and looking for/willing to work") back in employment in an effort to help them out.
