Have I out the commas in the right place? Correct me if I'm wrong

Once all the goods have been delivered and signed for, then what was expected to be delivered would be delivered. However, if delivery fails to take place, and is not delivered then further action can be taken as this is hugely misleading and also a method of fraud.
