At the moment, there's a friction going on at my office involving the manager, and a few of us are making a grievance to the higher management.

One of the staffs sent a short email to me supporting the grievance. Can I forward the email to higher management to support the case? I don't want to CC the particular staff since I don't want the staff to get really worried or stressed out regarding the whole ordeal, but the short email itself is enough to support the matter.

No, it is definitely wrong to send this to higher management unless you have specific permission from the staff member who sent you the email.
