My daughter completed a two year btech course after leaving school, which due to her age was free, she has now apply to do a BA course at university and applied for Tuition Fee Loan, but has been refused the first year of funding due to her previously studying the btech level 3 course. Does anybody know if this is correct, and I cant understand how they can expect at 17 years old how anybody can further their study to university.
any advice would be most welcome.

If it was only a Level 3 course, then it was the equivalent of A Levels and should not affect your daughter's entitlement to Student Finance.

You need to call SF, make sure they know that her BTEC wasn't at university level and ask whether her application can be reconsidered. SF do make mistakes and individual advisers can be more or less experienced at dealing with a range of qualification types.
