If you have firmed a University ( In my case the University of Nottingham), and agreed the terms for University accommodation which specifies that if you wish to leave the contract you are liable to cover all the fees unless someone replaces you, are you still liable for the fees if you change your mind about University before you start (or even register) and withdraw your offer from UCAS?

I'd contact your university about this or try and find the T&C online. For my uni, if you don't register to the uni you won't be liable to pay your accommodation and you can usually get your deposit back too. Same goes for if you fail to meet your offer.
