I have lost my degree certificate and ordered a new one. Student support have told me they are in a busy period and it will take 20 working days, i.e. 4 weeks. I need it quicker than this as my job offer depends on it. Would it be inappropriate to ask if I could pay more money for a quicker turnaround? Similar to paying more for speedy booking at an airport or something.

    There's no harm in asking

Make sure it's clear that you're looking for a fast-lane option rather than trying to bribe them. Have you told the person offering you a job about this? As long as it's not too bureaucratic a place, they should be okay with it being in the post so you can show them as soon as it arrives.
