If I did a 3 year degree in Secondary Physical Education and then did a PGCE in Secondary Dance would I still be able to be a pe teacher at a secondary school?

Yes, all you need to be a teacher is any form of QTS, which you get from a PGCE (although even this has been removed for academies), or presumably the degree too.
