Yes it tends to be very common on most on campus accomodation. Some moreso than others, some are not too noisy after freshers week or two. Most are pretty noisy though particularly if mostly first year halls and non mature student halls. Not many uni bother much to separate students that want to party all year with those that don't. Still get students turn up shocked that you get it so brace yourself if you're a more quiet student it will almost certainly go on. Worst halls are those where it goes on almost 24/7 even at day 3am in the middle of the night, year round, not all halls are like this though. There arerules but they don't prevent it. There is little uni can do to chuck out real problem students so its a bit of a given situation in halls. Many halls have security/wardens these days so you can go to them of real bad. Realistically though you need to not be overly sensitive to it as a bit of music etc up to midnight direction/occassional noise is to be expected and not necessarily unreasonable.
