A cafe/restaurant. Anywhere a bit quieter where you can have a drink and a bit of a chat. Some bars are ok, some are really loud. You can usually tell from the outside though.

true , good idea.
Tube is great! Got chatting to a pair of girls yesterday, got one number, texted a little and we should be going out to a club sometime next week.

Seriously though, there's no right or wrong place to chat to people, but you do need to calibrate your energy level to the environment you're in. In a club, you need to be high energy, bouncing around, smiling, fun... whereas in a more relaxed bar you can chill out a little, play it cooler and be little more thoughtful with your conversations.
Yeah I agree it depends on the situation but I find that clubs are way too loud to actually talk to people properly because you can't hear anything!

I think that often places that you wouldn't even think of are the best for chatting to people. I chat to a lot of people at work which is nice but it depends on the job that you do really.

You wouldn't have to push me far into the realms of boredom...I'd do it...and nobody would catch me.

thats true agree , the club dance floor is a nightmare to chat to someone.
Maybe join a social club that your interested in.
I like pubs. They're much better than clubs because they're quieter, they don't cost a fortune to get into, and generally people don't get so ridiculously drunk.
