So I've done well to drop 1 dress size to a size 10/12 (and hoping to go for 8/10!) but I want to start putting on a bit of muscle to be stronger.

Now to be frank, Im a weakling. So how do I start using weights on arms and gaining muscle on legs?

I second this. However for an absolute beginner I'd use dumbells or a preset bar of about 10kg just to get used to the feeling of using weights. You'll soon progress!

Well you can't gain muscle on legs by working out your arms for a start.

Squatting is the best compound exercise you can do for your legs full stop. Start squatting like this:

Yes, you should go that low, or as low as you possibly can.
