I want to study chemical engineering from a good university. I have the grades but to be honest i have absolutely no extra curricular. I never had the time to do that. A lot of people told me that i cant get into a top university without any extra curricular and im really upset. But is there even a slight chance that i might get in without them?

Academic subjects, as opposed to vocational ones such as medicine, set little store by ECs. Be informed, knowledgeable and enthusiastic about your subject and you will be fine.

It doesn't matter at all for Cambridge but Durham "like to see it" for instance - so there is variation there, even among the top universities.

Rubbish. University tutors are primarily concerned with your academics, this is especially so at top universities - they are more interested in you reading around your subject, past the curriculum, than playing in your school's cricket team (or whatever :p:).

I think you need to be a bit creative with your PS.
extra curricular activities should only take up small portion of your PS. They want to know that you are a keen, dedicated student firstly. You need to talk about what interests you about the subject, have you read around the subject. have you any particular passion projects in the area. talk about your AS/A2 subjects and what you've particularly enjoyed about the studies. if you know your career goal you can talk about that...

Am sure you can be a bit creative about the stuff you do outside? Keen supporter of X club, help at cubs, sing in choir, watch Bollywood films, mountain biking, football, or what ever - a little bit of creativity would be fine!
