When receiving an offer, does it automatically come up on Track or do you have to enter it yourself? I received an official confirmation of my offer by email but it hasn't updated on the UCAS website.

I'm not sure of your circumstances, but UCAS is being terribly slow to update right now, so it's probable that whatever outcome should be showing on there is in reality delayed.

I've been offered a place at the University of Exeter for Politics & International Relations, but they sent me the confirmation by email instead of Track. Does this confirm my place?

I'd assume it does, yes. If you have it in writing, your place is confirmed afaik. Track is being slow right now, I guess just be patient. If you really need to confirm it, try asking them a question via Facebook or Twitter, I'm sure their lines are closed right now. (Though Track could still update.)
