I have received my as results and they weren't good, CDDE. However I got the D grades as I got an E on the second unit of those subjects. I know if i resit those E's I can easily bump my grade up to a B, also I know im going to put in alot more work for the A2 year which should bring my grade up. But the problem is applying to unis, these grades wont get me anywhere if i was to apply right now however i know these will change by next year. So what happens for me now? Do i apply for lower tier unis as thats all my current grades can get, or do i apply for some better ones as i know i will achieve so much better next year. If i apply for the lower tier unis now but get good enough grades to apply to a better uni next year, do i have to take a year off and apply for the 2016 placements with my improved results from A2?

Apply for where you think you will be accepted. That way, if your grades stay low you still have a place somewhere, and if they end up much higher you can go through Adjustment and end up at a higher tier university.
