Russian History: Who exactly where Serfs?

I know they where tied to the land but in my revision book it says "landowners did not technically own them." Please explain who they exactly where and their rights

Serfs were basically workers, who as you said, were bound to the land (mir). They were employed by landowners and until 1861 (when the Emancipation UKASE was introduced by Alexander II) they had little to no rights. That being said, even after they were emancipated many still lived in poverty because they had to pay redemption taxes to the landowners in order to buy land and live independently. Many confuse serfs with peasants, as they have similar characteristics, but peasants are usually free from the commanding of others whereas serfs are tied to a land/family.
