If i wished to wear a full face balaclava in public for whatever reason, is this committing an offence? When questioned by a police officer to remove said item to disclose my identity, am i obliged to if they can't provide a valid reason?

well im sure the officer wouldn't get any more than a slap on the wrist but if he suspected you of being dangerous or potentially undergoing criminal activity then not much you can do.

I was sure the police had a right to check up all the faces of people who are otherwise covered, if they have no good reason to remain covered (eg religion, medical related-life and death only)

How arre you supposed to tell if someone is dangerous if they're wearing a balaclava? Unless they have a warrant, then surely they have no right to even touch you?

As much suspicion as one would have when presented with a person, and he refuses to disclose his facial information.

no that would be just ridiculous. these policey people are simply trying to protect people and if that involves whipping a few innocent peoples balaclavas off, so be it.

in chaipas it is illegal to buy or wear a balaclava. something to do with the zapatistas wearing them.

I think it depends where you wear it. If you are out walking your dog across a snow covered field when it's blowing a force 8 gale you'd probably be OK.

If you are seen weaing it outside a bank then you shouldn't be surprized to be arrested on grounds of reasonable "suspicion"

"You're under arrest for suspicion of conspiring to rob" for example.
