Very simply, council housing is where the councils own the homes and are responsible for their up keep but rent them out. Housing associations are where a private company owns the houses and are responsible for their upkeep but rent them out to tenants who receive monetary help. Associations are usually non profit making and often receive state funding. They also operate within guidelines.

I will add that council houses are almost non existent now in that over the past few years, most councils have transferred their housing stock to arms length management companies in order to attract investment capital and grants.

Most of council housing has been sold to Tennant's at a discount price, in the right to buy scheme. The right to buy buy social housing should be abolished and the housing stay affordable rental housing. There's no point building more homes just to sell them.
