The human. Although I'd always feel guilty for the panda.

The human might have a family behind him, parents etc etc. By saving him you actually "save" them too. I could never live with that burden knowing I could save him but chose not too.

Pandas are evolutionary failures. They are bears that eat something that is about as nutritional as wood and only have sex once a year. They doomed to fail. May as well be sooner rather than later.
