For petrol engined ones it would be none other than the Honda Jazz.

Though the difference in MPG between them won't warrant selecting it unless you happen to run a fleet of vehicles where fuel costs will significantly affect your bottom line.

Buy a diesel, a smaller engined diesel.

And drive it in the highest gear possible without lagging the engine.

So that would be around 30 mph in 4th gear.
