Yes, babies have one. They grow two more (hence the expression "wow, that kid's got balls"). However, they tend to lose one before the end of their teenage years and are thus left with the standard two.

There are two testes. The ballsack retracts in the cold, becoming tighter, this can look like there is only one, because they are pushed together. Normally they hang down and can be seen as separate. There are two balls in one sack...I'm actually amazed its that difficult to get...

HAHA!! Even I know there's not three- I'm asking about babies too because when I changed my cousin's nappy it looked like only one?! :confused:
