GCSE Biology in College?

Hello

I have just start college and I am studying LV2 Diploma in Children and Young peoples work force. I am also taking GCSE English alongside.
I would love to progress on to a level 3 course with Children and eventually go to university and I also really want to take A level Human biology but I only have a C in GCSE Science and I need a B to take it.
I asked my college if I could take GCSE Biology as an evening course but they told me I have to pay but when I went on there website it says its free for under 18s (I'm 17). My question is should I be able to get this course for free ? As I dont have the money to pay for it (£365)

Please any Advice would be appreciated
