Childcare grant

Please can somebody help?!I started a foundation degree in September...I have been paid my tuition fee and standard grant but hadn't heard anything about the childcare grant.
I phoned SFE earlier and they said I wasn't eligible as we were over-scale??I don't really understand what that means..my partner earns £19,000 a year...I was under the impression that if the household income was under £25,000 that we'd get some help.
Does anybody know what the thresholds are and can anybody help?

Hello.

The £25000 figure is assessed for your maintenance loan and grant. Your childcare and parents learning allowance is a calculation of your income. Using a disregard from your income from the table below. We remove this from the income and then remove the maximum parents learning allowance £1523 and the child care if there is still income available you are classed as over-scale. Thanks
