I get reports from my supervisors including explicit expected grades (this is at Cambridge) - if you don't routinely get this kind of feedback, then yes, I'd ask your tutor (basically, whoever has overall responsibility for you academically and/or teaches you).

Well, you probably won't need to give contact details for your tutor - I didn't when applying for an internship this summer, and was never asked for details - but do you have a particular reason *not* to ask? If you're discovered to be lying at any point on the appplication, you're likely to be rejected outright...

This is the only place on an application form you can get away with outright lying.

If it asks for your "Predicted Grade", but does not specify whether it's a tutor prediction, then there's nothing stopping you predicting yourself a 1st. You can always say you're really determined to raise your game if you haven't achieved that to date, it's only iffy if you've done a fair chunk of your degree and 1st class territory is too far away.
