are maths questions in textbooks harder than exam questions?

From past experience, I've found that some of the questions in the Edexcel textbooks (C3 for example) are really hard compared to exam questions....any thoughts?
I think it depends on the exam board and whether or not you have a textbook tailored for your specification.

For example, I'm doing A level maths with CCEA but our textbook isn't a CCEA textbook (which is really annoying sometimes because you could be on page 117 one day and page 52 the next), and some of the questions in the textbook are definitely much harder than the exam questions we get set.

Doing OCR further maths, the FP1 exams are a joke, the textbook questions are sometimes really hard (I already achieved an A* in maths last year). *However* some topics are just as hard in the exam as well as the textbook. Work through past papers before deciding what difficulty those particular questions are.
