hair problems, no not pubic hair

Ive always had really hard hair, like when its cut short (not too short) it just sticks up and whereas some have really fine and soft hair.

how can i turn my 'hard' hair, into 'soft' hair, cos i dnt really like them sticking up when theyr short lol. btw im a guy and 17 =\

lol i used to have typical chinese hair, just sticks up no matter what you do i want that back my hair is now soft and silky.
