Could be your diet, lots of greasy, sugary or fatty foods.

Could be new bed linen irritating your skin.

Could be stress.

Could be new personal cleansing products reacting badly with your skin.

Could just be bloody bad luck.
If you've got a fringe or hair that naturally falls over your forehead then when this gets greasy it can affect your skin and make that greasy - therefore causing spots.
If you don't then I'd agree witht he post above.

It can be due to a lot of things i.e. diet, haircut, etc...

What I suggest is this: Wash your face with soap everyday before you go to sleep. Also, go see a Dermatoligist.

Use a good antibacterial wash, and dont touch them unless you have clean hands. Use tea tree oil too, it works wonders. Drink loads of water, hopefully that should get rid of them. Clearasil and Clinique are really good.

EDIT: You wont be able to see a dermatologist on the NHS unless your Gp refers you, and they wont do that unless you have a really bad skin condition and you have already been having treatment. Theres really big waiting lists to see them in most places.

Don't let your skin get too dry though...oddly enough keeping my face moisturised gives me clearer skin.
