They are in charge of all educational related things for people who recide in their area. Even if you are applying for a uni 100 miles away, you still have your local LEA as the one where your main address is (home address).
LEA = "Local Education Authority"

They're the body you apply to at your local council to get student financial support (loans etc). As a 'home' (UK-based) student, you'll need to apply unless you want to face the huge fees that international students pay to study in Britain!
