Some reflex arcs include the relay neurones(interneurones) in their reflex pathway (eg pupil dilation/constriction) while some don't (patella reflex or knee jerk reflex), what's the significance of having the relay neurone in the reflex arcs?

Are there any significant changes to the effects/movements without the relay neurone?
