Tertiary v Higher Education - the answer?

Further to previous questions, I think I now have a definition (by putting together the helpful
answers I've had):

To summarise them all:

A bachelor's degree is considered as HIGHER education i.e. post tertiary, whereas a foundation arts
course is TERTIARY education. Completion of the foundation ends the phase of tertiary education.

Is that right or wrong, folks?
