To tell or not to tell?

Right, so after trying for the past month, I've made friends with this girl in my college that I like, and things have been getting better since the "I've made a fool of myself online" days; We had prefect duties together, we've had good conversations over IM, and I'm looking to progress it to the next step very soon - making an actual relationship. Now, my idea is this:

Take her to this Halloween event at a theme park and then tell her "I've been crazy about you for the past few weeks, what do you think of that?" Or something like that :p:

I've asked her to come for a laugh and she's said she most likely will. Now, is this a good way to break the ice? Should I even bother just yet? (The event is in 2 weeks during our one week break) There are a number of catches with her though;

-She's religious (very strict)
-She's incredibly clever
-Her older sisters have never had boyfriends, she has followed suit so far

I guess I just need some people's advice or input on what my situation is. I've an assignment in for tomorrow but can't stop thinking about this!
