    Parliament is a law passing institution of a country such as the UK.In the UK it is made up of 2 chambers; the House of Commons and the House of Lords.The House of Commons contains all the Mp's of the UK regardless of their party.The House of Lords does not contain MP's but members who are either life peers(appointed by the prime minister) or hereditary peers(inherited from a parent).The government on the other hand is the party that wins a majority of seats in the HoC of 325 or more in the general election.In the case of a coalition, the government is shared between two parties because no single party manages to win a majority.The prime minister(leader of largest party) then appoints cabinet ministers(about 25) for all the sectors of the Economy(like health,education).Although, in order for the government to make a law it must be passed through parliament where all the MPs in the HoC and peers in the HoL vote on whether to pass a law.The House of Commons however has the power to block legislation while the House of Lords can only delay it for 12 months.
