In 1917, the ruler in Russia was tsar Nicholas 2nd. He was an absolute ruler. In the March revolution, he abdicated.
The tsar was succeeded by the provisional government (though this was a dual-leadership as some socialist soviets were part of the provisional government) They promised lots of change after the tsar, but failed in providing these promises. In the November revolution the Bolsheviks and the soviets (workers councils) overthrew the provisional government (lead by Lenin, and they were communists).
