Constitutional Law, 'English votes for English laws'..

I am in the middle of my assignment which is based around The West Lothian question, I am currently looking at the constitutional implications if the so called 'English votes for English laws' idea was given effect and I am trying to put across that it would be difficult to decide which laws are purely English, as many laws that seem that way somehow probably have an indirect affect on Scotland. My problem is however, I can't think of an example of such a law! Would taxation be a plausible idea to use? Thank you
