An out of context quote on the state of personal injury claims in this country

Let's just look at this fantastic quote. I think that not knowing any context really helps to make the message sink in:

The Information Commissioner's Office (ICO) said many of the people who complained suffered "substantial distress".

One teenager said she burst into tears.

Now, I've actually removed a little part of the quote without ellipsis marks, and I have taken the quote out of context, but I also haven't invalidated it. It was taken from http://www.bbc.co.uk/newsbeat/30335528

In summary, a girl was sent a text message purporting to be from her mother, who had died three years earlier:

There is absolutely no suggestion that she's seeking any form of compensation, it's just that out of context this quote seemed very much to sum up the new compensation culture. I quite liked it
