What's a career in research in the field of Computer Science?

I've often seen people in the field of Computer Science that say that they want to get a PhD and then go for a career in research. What does that exactly mean? Does that mean that they won't get involved in the process creating new technologies? What's a career in research?

In many respects that's the same as a lecturer; outside of the lecture theatre they're usually writing/publishing research papers. Usually for bodies such as IEEE or BCS or IET.

It isn't necessarily developing new technologies. But more so looking into current technologies and look at how they're advancing or working. In some instances they might look into new technologies but they won't have the resource to actually develop them.
