If a point, C, of a line l is closest to the origin. Does that imply that OC is perpendicular to that line?

yes...if you draw a line from another point on this line, say T to O as well as the shortest point, you will see that you get a triangle OTC where pythagorus' theorem is satisfied. so this triangle must be right angled
