Library debt collection appeal

Hi, I forgot to renew a book at the library and now I got a letter from a debt collector saying I owe them over £20

Is there any way I can appeal? This is a London library

The account name is spelled wrong, so it's not under my real name. the letter came to my address though

I'm 17 and under 17s shouldn't get charged in my borough

any advice?
