"but you're always really busy"
"no i'm not, it's always you who turns me down when i try and set things up. i always have time for you"
"ok. whenever you're free, i'm free"
"well, i'm free tomorrow lunchtime, and tomorrrow evening"
"i'm free tomorrow lunchtime, but not the evening. i'm going to go and do some work now. bye. love you." (signs off)
um... if she misses and loves me so much, why didn't she arrange to meet, or hang around for 5 more seconds and wait for me to ask?

Sounds like you both have problems, i would suggest you meet her and talk to her.
