    I liked a page were a person was selling T-shirts with different designs, he makes them himself. So I asked him how to buy one he told me to transfer the money to his Paypal account and then for me to give him my address.

    Is this safe. What can Paypal do if I dont get my product.

    He has a website but my design is not on the site.

    In my opinion, I don't think giving out an address online to a person you don't know is a very good idea, because this person could be a stalker, a creep, or a pervert. On the internet, with anyone you talk to, you should always be careful about what information you give out. To make matters worse from what you said, the design you want to purpose isn't even on his website, so he could just be trying to scam you for money.
