    No, and there are support services and processes to report it to and deal with it.

    I'd say its not a common as high school because most will have matured greatly by 18, however I would guess it still happens, after all people get bullied in the workplace.

    In my experience its not common but it can still happen. At least at university though its easier to avoid bullies and meet new people
