17 and 14 vs 23 and 20 years old

Why's looked more down upon when a 17 year old gets in a relationship with a 14 year old versus a 23 year old and a 20 year old? Surely if generally women mature quicker by a couple years, both would be equally looked at?
Because the age of consent for sexual activity in the UK is 16. It's quite obvious.
There's a huge difference in maturity between a 14 and a 17 year old.

According to the Sexual Offences Act 2003, it is a criminal offence for any kind of sexual activity to take place between two people where one or both participants is under 16.
