University offers HELP!

Can you get offers if your current AS grades are a grade below the entry requirements? Eg: BBB E.R, CCC actual grade at AS?
Also: can uni lower entry requirements for some candidates? And if so, on what basis

Yes, they will give you offers if they feel like it is achievable. They know that increasing by one grade is very possible, so will likely give you an offer. Universities will give lower offers if you have extenuating circumstances, such as being ill in exam season. They may also lower offers if they like the candidate eg. you do a lot of good relevant stuff(work experience, wider reading etc.).
Yes you can get an offer with higher requirements than what you got for your AS levels, try to get your predicted grades to match or exceed the common entry requirements though.

A uni will sometimes give offers below the common entry requirements if the student has had extenuating circumstances with has negatively impacted their exam results, or if your school is particularly low in the secondary school rankings (especially if you have done much better than the majority of your classmates). Also, if you have done extra things such as an EPQ or the AQA Baccalaureate then your entry reqs might be lowered

Yes, there's little difference between the two methods anyway.
