First of all, I would look up all the problems concerning the healthcare. I would find out what worked, what didn't and what could be further improved. Then I would use the money to implement improvements, making sure the healthcare is as good as it should be.

I'm not sure... £1 million seems like much too small an amount to implement any change, especially on a national scale. I suppose I could always invest it in my tiny local hospital which is trying to raise funds...
Use it for free parking at a hospital. It is wrong to charge people to visit a hospital.
Provide free TV's for people dying of cancer etc. It is obscene that someone dying and in pain should be charged daily for a tv that may give some small distraction and pleasure, and particularly obscene that a company should make profits from it.
